When the new rules started in Oregon

ODHS began applying the work rules statewide on December 1, 2025, for adults 18 to 64 with no child under 14 in the SNAP household. Before that, the rules were waived in 30 of 36 counties and on all Tribal lands.

Waived areas in Oregon

USDA waived five Tribal areas from January 1 through December 31, 2026. The waiver covers everyone who lives there, not just Tribal members. Separately, ODHS gives automatic state exemptions through December 2026 in Crook, Gilliam, Jefferson, Lake, Morrow, Sherman and Wheeler counties, which have no WorkSource center.

If you live in a waived area, months there do not count toward your 3-month limit. Your state still keeps track, so the limit can apply again when the waiver ends. Waivers can end early, so confirm with your SNAP office.

Your 36-month period

Oregon uses one statewide period: January 1, 2025 to December 31, 2027.

You can get SNAP for only 3 countable months in that period unless you meet the 80-hour rule or are exempt. The time limit calculator helps you count.

How to meet and report the 80 hours

Job and training program: SNAP Employment and Training through WorkSource Oregon (STEP)

Contact the ODHS ABAWD Team (833-947-1694, weekdays 8 a.m. to 5 p.m.) for a WorkSource appointment. Report exemptions and proof of hours when you apply and renew, using form DE 1465 or by phone. Proof can be a pay stub or a signed letter from an employer, volunteer coordinator or bartering partner with your name, weekly hours and start date.

Across all states, paid work, work for goods or services, volunteering, workfare and approved training count, and you can combine them. See what counts as work.
